Plain answers about tribal broadband, sovereign enterprise, and where Konative fits

Tolowa Pacific is a client-paid consulting practice for tribal broadband and sovereign markets. These answers summarize the questions tribal leaders, enterprise teams, and partners usually need settled before a working session.

01

Tribal broadband funding

4 answers

What does Tolowa Pacific do for tribal broadband?

Tolowa Pacific helps tribal nations move from broadband funding strategy to a sustainable operator. The work includes NTIA TBCP Round 3 and Native Entities Grant Program strategy, application readiness, project narrative and budget defensibility, ISP formation planning, network feasibility, and owner's-side vendor accountability.

Does Tolowa Pacific write broadband grants?

Tolowa Pacific can support the grant narrative and application package, but the work is broader than grant writing. The firm helps decide which funding path makes sense, what project shape can win, what the tribe can operate after award, and how the resulting network should be governed, staffed, financed, and held accountable.

What is NTIA TBCP Round 3?

Round 3 of the NTIA Tribal Broadband Connectivity Program makes $540 million available for eligible tribal and Native entities. It supports broadband infrastructure deployment and use-and-adoption projects such as affordability support, devices, digital skills, telehealth, and distance learning.

When are TBCP Round 3 and NEGP applications due?

Both TBCP Round 3 and the Native Entities Grant Program are due September 17, 2026 at 11:59 p.m. ET through the NTIA grants portal. Tolowa Pacific treats the near-term critical path as SAM.gov readiness, tribal council authorization, project narrative, budget and budget narrative, coverage and need evidence, and post-award operating plan.

02

Tribal ISP formation

Can a tribe operate its own internet service provider?

Yes. Tribal ISP models can include a utility authority, an enterprise arm, a development corporation, or a hybrid model with selected partners. The key decisions are governance, staffing, network operations, customer support, pricing, take-rate assumptions, and financial sustainability after the grant period ends.

Is Tolowa Pacific an engineering firm?

No. Tolowa Pacific is not an engineering firm selling a network build. It works as an owner's advisor: helping the tribe pressure-test engineering assumptions, align technical plans to funding rules and operating reality, and keep vendors accountable to the project the tribe actually approved.

What happens after a broadband award?

After award, the work shifts from application posture to delivery and operations: governance, procurement, contract review, milestone tracking, compliance, staffing, customer support, pricing, and the financial model that keeps the network healthy beyond the grant-funded build.

03

Sovereign enterprise consulting

3 answers

What is sovereign enterprise advisory?

Sovereign enterprise advisory is technology and vendor strategy adapted to tribal governments and enterprises. Tolowa Pacific supports fractional CIO work, vendor portfolio decisions, licensing and cloud strategy, market-entry advisory for partners serving tribal markets, and board- or council-ready translation of complex technology decisions.

Why does Microsoft ecosystem strategy still matter here?

Tribal governments and enterprises buy, license, and deploy Microsoft at scale. Tolowa Pacific's Microsoft ecosystem fluency - marketplace, CSP economics, licensing posture, and partner programs - makes it a sharper buyer-side advisor for sovereign organizations and a more useful translator for vendors serving those environments.

Who leads Tolowa Pacific engagements?

Engagements are principal-led by Jeramey James, founder of Tolowa Pacific and a former tribal enterprise CIO. The model is intentionally direct: the person in the first working session is the person shaping the strategy, writing the brief, reviewing the financial model, and joining the decision conversation.

04

Tolowa Pacific and Konative

3 answers

How is Tolowa Pacific different from Konative?

Tolowa Pacific is the client-paid consulting arm for strategy, funding, ISP operations planning, and sovereign enterprise advisory. Konative is the supplier-paid connectivity brokerage for carrier and supplier procurement. Konative can source dedicated internet access, transport, fixed wireless, and cloud on-ramps at no cost to the tribe; Tolowa Pacific stays on the strategy side.

Does Tolowa Pacific take supplier commissions?

No. The separation is deliberate. Tolowa Pacific is paid by the client and does not take supplier commissions. Konative is paid by suppliers for eligible connectivity brokerage work and does not write grants. Federal grant money should not flow through Konative.

When should a tribe talk to Tolowa Pacific versus Konative?

Talk to Tolowa Pacific when the question is strategy, funding, governance, ISP formation, operations, or sovereign enterprise technology decisions. Talk to Konative when the need is supplier sourcing for connectivity procurement. Some projects may involve both, but the roles and compensation models stay separate.

Bring the messy version of the question.

The first useful conversation is diagnostic: funding path, operating model, procurement role, and the point where Tolowa Pacific consulting should stay separate from Konative brokerage.
